We recently acquired the inventory of a large marine parts distributor that went out of business. This is a for parts item however it is in great cosmetic condition. is an almost complete unit with just a retaining ring missing  from inside the bottom, and is not fully functional with minor cosmetic blemishes.

We were able to determine this is a Taco Grand Slam 280 Outrigger Mount based on the part number located on the tags that came with the unit.

This outrigger does not function properly when you engage the handle to rotate it due to a missing retaining ring. The missing retaining ring is causing the cylinder to travel too far downward, inhibiting the height of the handle pull. This, in turn, keeps the outrigger from engaging when the handle is pulled and results in no movement in any direction.

This Taco Outrigger is made of stainless steel and anodized aluminum. This outrigger has an inside diameter of 1-1/2″ and a 4″ x 6″ mounting base. According to Taco, it is meant for use on 20′-36′ fishing boats based on their size and the size of outrigger they can accommodate.
